It's a mixture of cheese, water and some chemicals. Hence the definition of "cheese alloy" which I shamelessy stole from the attached video.

@Njord @Sobex @catsalad Laughing Cow Cheese is a vital ingredient in one of my families favorite Vietnamese dishes. We have been substituting since moving to Germany because I had no clue it was actually French?!
