              But there are 4 countries part of #Schengen that are not part of the #EU.
              Norway is one of them, but the UK is not

                        The correct answer here is 1995, 10 years after the agreement was signed.
                        In 1990 the Schengen Convention provided a legal framework for judicial cooperation & standardised visa policies.
                        The two #EU countries currently not in are Cyprus and Ireland. While the plan is to integrate Cyprus one day, Ireland has an opt out under the Schengen protocol.
