This office had a staff of 147 in January 2025. It is now staffed by 40 people. The Office of the Immigration Detention Ombudsman, which reviews immediate detention-related problems, currently only employs five people, down from 118 at the start of 2025. The DHS official in charge of this office, Joseph Guy, had not heard of the office before he became its acting director. He also had never seen the manual that outlines the standards used to manage conditions in immigration detention centers, according to his deposition of December 3, 2025.Please, do not give CPB and ICE a budget. This system is designed to cover up abuse. The for-profit companies charged with running these facilities have no incentive to behave in a reasonable and ethnical manner.
