Seems a common global problem: old structures resisting to go away and make place. In germany we have laws going back to monarchy... and "cyber-laws" based on "privacy of letters". If 1 in 1000 political volunteer hours goes into the TDG, the TDG will move forward. And the current system still gets 999 volunteer hours. It should not miss the 1 hour it has lost.
Only a few TDG people are needed to start this movement off.
And the TDG requires only 10 hours a month. Some people can participate in both systems, thus hedging their bet.
