Devil hides in the details. Check for the fees they don't shout about. According to our provider the rate is around 11 cents per kW, but after fees it is normal to see 23 cents/kW.

That is a brilliantly simple, and sensible way to approach this. Let parents/guardians to set things up for their kids.

But the issue politicians will find with this approach right away is that it gives control away. We can't have that. It is governments' job to parent kids, not parents' job.

Not that unpopular among regional instance admins. Edmontonian Social was and is invite only. I see this as a necessity since it is trying to encourage people to meet face-to-face, and find build local connections. Invitations kinda necessitate people meeting in-person to join in the first place. I don't mind slow adoption as it helps me keep on top of moderation, as I learn the ropes of hosting a social platform.

Our members can create invitation codes once a day. This is to prevent malicious people from mass creating invites, thus opening bot accounts fast. Also new users are prevented from creating new invites for some time. It may seem excessive, but people I met mostly welcomed the thought put into deterring bots and spammers.

Scammers get employee credentials through phishing attack before starting their big hack. Cyber drain has an open source browser extension to check whether the login page is real Microsoft Login page, or an impostor:
    https://github.com/CyberDrain/Check

Dear IT personal, such browser extensions could be the way to catch scams at the last checkpoint before it becomes a bigger headache.
This tool is only for M365 login pages. There may be others for Google workspace, Amazon and other often faked login pages.
