In the case you refer to, an investment fund is owned by the sovereign (basically the state). It's a class of which there are many instances.

In the other case, "sovereign" is an adjective to "tech[nology]".
This is an ambiguity of the English language due to the endings of words being non-marked.

I'd like both the local and global views restored for me, if possible.
I relied on the serendipity these views availed as a window to the Fediverse, allowing the discovery of new people, interests that I couldn't search for because I probably don't know about; ones that are not necessarily trending.
I would have understood a scaling justification, though.
