A variation on "double tap," which ordinarily refers to two rounds fired in quick succession to assure a kill. The combined force causes more damage than two rounds fired separately.
As used here, it's similar to when a sniper wounds a target, hoping to lure into his sights other troops and medics, so that he can shoot them, too. Except that it's scaled up many times. It sounds very IDF.
