Actually you can do it, but its' a toggle on servers (both the server you post on, and the server theother person posts on), and the person can turn it off for any given post.

But it's not super common, anyway!

You can restrict the ability to quote, but it's largely pointless. You can't prevent someone from putting a link to your post (unless you make it followers-only) into another toot, and this shows up as if it were a quote. This post is not a quote toot of this.

Whereas this is a quote toot (quoot?). The difference here is that you get a notification of the quote. The only thing that disabling quotes gives you is less visibility into what happens.

I believe it's actually a bug in the web client. Start by creating a reply, then hit quote and, instead of replacing the reply you were typing it makes it both a reply and a quote. This is the first time I've done it deliberately.
