@ProPublica I really do think that penalties in abuse and misconduct cases should hit the individuals, probably in the form of pension reductions, but that has to be reasonably fair. In this kind of case, I think "fair" means that a pension can't be reduced below what would be earned by someone making minimum wage for the same number of hours worked - and if it's federal where they're protected by the FTCA as well perhaps the federal minimum wage should be used instead of any state or local ones.
