War crimes only happen to nations that are part of the International Criminal Court. The USA is not a signatory to the ICC. Terror states like the USA and russia don't join the ICC so they can protect terrorists. -

@mobidic @gleick It just means it has to be done the hard way. Each signatory to the Geneva conventions has a duty and obligation to pursue war crimes in their own national courts fory any other signatory if they are unable or unwilling in their national courts. The ICC streamlines and standardizes this, but universal jurisdiction was always an option in the original Geneva conventions, to which those countries are a signatory.
