    @gleick Seems more root cause is at the top of the trickle down economics.

    But how do you achieve a 100% peaceful graduation, of such Divide and Conquer? Is it possible to Multiply and Unite and counteract?

      Dispersion has been usual since artillery.
      Taking over the whole building is also more usual, for security.
      I suspect hotels may not be fully booked just now?

                        @mobidic @gleick It just means it has to be done the hard way. Each signatory to the Geneva conventions has a duty and obligation to pursue war crimes in their own national courts fory any other signatory if they are unable or unwilling in their national courts. The ICC streamlines and standardizes this, but universal jurisdiction was always an option in the original Geneva conventions, to which those countries are a signatory.
