They weren't off target.
The school was in an old military building.
The target list was just based off of an old set of addresses/coordinates, compiled before the military had moved to the new building.

You should be damn sure of your targets before you fire. Anything else is negligence *at best*.
Or do you think it's okay to not check that your target lists are up to date? -
