Most likely no one can honestly explain three missiles going so errant, as I presume you strongly suspect.
More likely the Daiya Doctrine could explain the targetting.

They weren't off target.
The school was in an old military building.
The target list was just based off of an old set of addresses/coordinates, compiled before the military had moved to the new building.

You should be damn sure of your targets before you fire. Anything else is negligence *at best*.
