Rights to freedom of movement, healthy environment, habitat restoration, protected social structures. The bill rises from years of Indigenous advocacy, from the He Whakaputanga Moana Declaration signed by Polynesian leaders in 2024. Twenty-two percent of New Zealand's whales and marine mammals face extinction. While one empire strips every restraint from corporations, another parliament at the bottom of the Pacific decides a sperm whale is a person under law. The land has always known what we are pretending to discover. This is not sentiment. This is metaphysics rewritten.
