F-droid the website, yes. But the option to host your own f-droid repository is open to companies like Vivaldi as well.

An f-droid repo is basically a list of APKs - plus some signing stuff. There is no way it could differentiate between closed and open source (at least as long as whoever is building the repo has the code).
