I'm a silly goose and I first read the "IC tube" as an intercostal drainage tube and was confused for a brief, but substantial moment. Seeing the picture clarified that it's the antistatic tubes for ICs that come in that way sometimes. -

last time i pulled one of those out, it was in there real snug. when it finally came loose the rest of the tube snapped back from the tension i had inadvertently applied to it and I flung a half dozen chips all over the room.

@old_angry_queer pretty sure my dad used to cut two longitudinal slits into the middle of the end end, and just bend the the resulting tab up/down as needed.
