In 1837 the Royal Navy established a Steam Department: first Controller of Steam Machinery was Captain Sir Edward Parry, the Arctic explorer.
In 1850 they abolished the department, having realised that steam wasn't a separate sideline to "serious" naval operations.
Lots of potential lessons there — whatever you go in looking for, I guess.
