@mpjgregoire I'm sure I'm projecting here, but my hope is he is being pragmatic and cagey in his approach to the US. The letter of any agreements will tell the tail.

@virtuous_sloth I'm not confident that I understand Mr. Carney, but my guess is that he likes playing to the crowd: so he says one thing in Davos, another at the Global Progress Action Summit.

Maybe the most charitable interpretation is that he's strategically sending mixed signals.

What really matters are the deeds, not the words, but unclear words are often the sign of unclear thinking.

@mpjgregoire What about diplomats? Laypeople are often vexed by the wording diplomats use but they have a need to save face and reduce risk on both sides while drawing two sides together and not blowing them apart.

In any case, to me it sounds like the garden-variety political speak of my youth.
