Laypeople are often vexed by the wording diplomats use but they have a need to save face and reduce risk on both sides while drawing two sides together and not blowing them apart.

In any case, to me it sounds like the garden-variety political speak of my youth.

Maybe the most charitable interpretation is that he's strategically sending mixed signals.

What really matters are the deeds, not the words, but unclear words are often the sign of unclear thinking.
