@paco I find closest-to-the-wall makes it hard to rip off sections one-handed, but I think the presence of housecats or kids makes it excusable.

"Closest to the person" is right if you have neither cats nor toddlers.
If you have either, "closest to the wall" is the only safe orientation. -
@paco A is correct, apparently UNLESS you have one or more cats, who also find A to be more convenient for unwinding toilet roll, so you should* choose B
