The latest Rossdale neighbourhood renewal draft is out. IIRC earlier drafts had new bike lanes along 96 Avenue from the river trail to the Legislature, but that appears to have been dropped.
Instead, it looks like they're going to funnel bikes to the crappy SUP along 97 Ave, which is much less pleasant, much noisier, and has much more dangerous crossings.

Or do you mean the residential street a block north of that busy road?

Gotcha. Yeah that's a weird alignment. I don't go E-W through Rossdale much, but I think I'd tend to just ride on the street on 96 St and avoid the MUP on 97.Like you say, noise and sketchy intersections with right turn "drivers looking over their left shoulder" slip lanes on 97 vs quiet and straightforward right angle intersections on 96.
