@Gerbsen Imagine all that money invested in national or regional companies that create open source solutions that meet the needs of the German federal administration, as well as anyone else who wants to use them (since they are open source).
It would be a win-win-win for everyone except Microsoft:
⁃ It would empower national or regional software development companies.
⁃ It would boost the national or regional economy.
⁃ Open source software would be promoted. (1/2)

⁃ Europe's independence from the US would be promoted.

Public money, public code. Sounds obvious, doesn't it?

So why don't we do it?

In SH habt ihr das Glück, dass quasi der oberste Dienstherr hinter der OSS/DS Strategie steht. Dann macht eine fair entlohnte Arbeit auch Spass und stiftet Sinn. Im Rest des bundesdeutschen ÖD scheiterst du schon am digitalen Grundverständnis des nächsthöheren Vorgesetzten...und an PDFisierten Papierformularen.

...ist wirklich so. Vorherrschender Gedanke: Kostet (erstmal) nix > kann nicht wertig sein > Passt nicht in die Logik des Haushaltsrechts.

Es gibt doch auch Unternehmen, deren Geschäftsmodell die Weiterentwicklung und der Support / Betrieb von OSS ist. Wäre doch ein Weg, öffentliche Aufträge dahingehend zu vergeben.
