The problem with this topic, if I’m not wrong, was that it stalled in the council, council , meaning that some member states blocked it.
I don’t know if a citizen initiative would help in this case, because the commission did already put forward a proposal in 2018, but it might rekindle that debate? But the main goal would be to get enough member states on board.https://www.consilium.europa.eu/en/policies/seasonal-time-changes/

I don't know the exact state of this topic, but the problem would be, that probably affected european countries should stay on same timezone.

I think, this would be a "high emotional" topic for several groups and so politicians don't want to get hands on it and just let the current state as it is.Against advises from science about impacts of daylight-saving time.
