@Taweret@timeloop.cafe A rocket company in China had a test launch of a mass driver-assisted rocket a year or two ago, but I think it didn't go all that well.As for the rest, I think Elon played Bioshock and was captivated by the idea of a city run entirely by unrestrained capitalism, but he's more into space than the ocean.Also he apparently wanted to use Mars as a stepping stone to other star systems, which... it's like tilting your head slightly to one direction as a stepping stone to traveling around the world.
