Ford highlights Chicago as a model, as it has two airports. But neither are in the core. And former Chicago mayor Richard M. Daley abruptly tore up the downtown Meigs airfield in 2003, which was on the lakefront (so abrupt, he just did it one night - several aircraft were stranded!).
