A Few links noting the build out of data centers in The Dalles OR, for Google, and Now in Boardman OR, for Amazon, 80 miles East of that site - both on the Columbia river.
The Google datacenter is currently in a lawsuit noting their depleting impact on the regions water table and the nitrates concentrating within it. They are pushing to utilize further water resources from Mount Hood National Forest as they build out the structure.
