Marketed entirely towards bored police officers under the guise of a special discount in recognition of their service.
One of two starter experiences in real world locations and with a large number of extras.
Then the main event; you send them to pull off a bank/museum heist for you, thinking everyone is an actor and the swag is fake.
They deliver the stolen goods to you in return for a cheap certificate and just enough of the stolen goods souvenir to ensure they're incriminated.
You then skip the country while they get arrested.
