On a closer look doesn't the angle between the hands appear the same in both clocks? Maybe the clockworks are actually synchronized, but on the right clock the clockwork has somehow ended up being rotated 17 degrees compared to the face of the clock. If so, it's a mechanical fault rather than a synchronization failure.
