Even the Old Testament didn't work like that.
Old Testament law is that foreigners must be treated the same and with same rights as citizens; and it also forbid running national census to make it impossible for the king to build a large military. -

The current setup is still the less bad one, even a quick glance into a history book should be enough to see how bad it was with soldiers in charge.(I'm from a country that already had 2 military dictatorships)
