We need only look to the gang-land violence and government corruption that alcohol prohibition caused in the US (1920-1933), and how quickly it evaporated after the legalisation of alcohol. Yes, some people become alcoholics. Yes, some people die from drunk driving. But these problems are seen as manageable in comparison to prohibition.
