Even the bigger part of the CDU (in government and loudly against taxing the rich) want to tax the rich.

so i'd say it's unsurprising that most millionaires are aware of their need for medical workers as they age

Billionaires are the problem. Everyone needs to pay their fair share of taxes, but the bar has been raised and, at least in the US, there are a lot more millionaires in the middle class.
Hell, if you own a home and have a retirement investment account and you're not in deep debt, you're probably a millionaire. It doesn't mean you have $1 million in cash in the bank; it just means your net worth is over $1 million.
