As convenient as the Toronto Island airport is, I don't think expanding it is the best use of that space:
https://www.theglobeandmail.com/politics/article-ford-confirms-plan-to-seize-land-from-toronto-to-expand-island-airport/There is a lot of human-scale use of that space that would be negatively impacted by more noise. We would probably be better served by a better, cheaper-than-Up link to Pearson.

Ford highlights Chicago as a model, as it has two airports. But neither are in the core. And former Chicago mayor Richard M. Daley abruptly tore up the downtown Meigs airfield in 2003, which was on the lakefront (so abrupt, he just did it one night - several aircraft were stranded!).
