Meritocracy would mean that someone from a poor family who is qualified for post-secondary education should get in before someone from a wealthy person who is not.

Meritocracy would mean that someone from a poor family who is qualified for post-secondary education should get in before someone from a wealthy person who is not.
The Ontario PCs cutting OSAP grants does the opposite of that.
