    Asking because out of any subnational states in North America, they probably have the worst treatment out of everyone.

      @javensbukan I think there has been a general fear of independence due to things like the Ponce massacre where pro independence Puerto Rican have been killed by the police / government. Also if you trust the referendums (which are pretty controversial) in the last one ~30% voted for independence which is a sizeable amount of the population.

      What qualifies as a major independence movement?

        @hazematman Oh I didn't realize it was that high! I thought that was in favour of statehood.

        A portion of this question was my own ignorance.
