On Gnome I have it turned to the point where if I install my OS, everything except monitor arrangement is already configured. Pinned Icons, Icons, Extensions, Settings across the board.

@krutonium Sorry for the unofficial wiki, but take a look at Plasma Manager
It might give you a little more control over your plasma integration than stock nixpkgs or home manager can provide. This plus the dendridic pattern might get you to where you're wanting to be.
KDE is a big hary snorting dotfile beast and it's only fitting that it takes like 5 different built tools to manage properly.

@abmurrow I have Plasma-manager installed but the struggle is real.
Also I don't see any way to configure Desktop Icons in Plasma Manager (though it's entirely possible I missed it)
