Oh hey lookie, state/local governments and public schools, must comply with WCAG 2.1 AA by, at least, April 24, 2026, 2027 for orgs that serve less than 49000 people I think. AI tells me this includes audio description in government videos, which may be wrong, but definitely includes image alt-text and such. I've heard very little about this anywhere, so like maybe this is from an alternate Earth or something? We'll see if this has actual teeth though. I have little faith in government to enforce the government. Still, disabled folks prepare your web browsers and app stores. Maybe we can make a difference.

Fact Sheet: New Rule on the Accessibility of Web Content and Mobile Apps Provided by State and Local Governments

The Department of Justice published a Notice of Proposed Rulemaking (NPRM) on July 20, 2023 explaining how we propose updating the regulations for Title II of the Americans with Disabilities Act (ADA) to add more specific requirements about web and mobile application accessibility. This fact sheet gives a plain language summary of the technical standards that state and local governments would have to follow to meet their existing obligations under Title II of the ADA.

@pixelate so part of my new job description as a librarian is working with professors at my college with making their materials accessible. You are correct, this includes alt text for images and audio descriptions for videos. We actually hired student workers and trained them to do audio descriptions on recorded lectures, so the lectures can be posted the same week they are recorded. The focus is on moving forward to make substantial progress. So older materials may not be accessible immediately, but moving forward as they're made they will be.

@pixelate I am also seeing alot of education department folks approach the access team of the state I work for with questions on this topic. This state offers a bi-weekly 2 hour long office hours to get help with accessibility issues from the access team for any state/local municipality in the state to get help and every week they are full in 10 minute blocks. So yeah this is happening, maybe not everywhere so diligently but...

@blindbat84 @pixelate Oh yeah. When I was at the college I was on the team to address the new regulations and work on accessibility. Who knows what's happening there now as before I came the access was terrible and not a priority. It'll probably be dumped on the head of academic tech and she is a one person department.

@baxaphobia @pixelate The word budget gets tossed around a lot, but it is true, there just is so much to do and little mpanpower, and there is that awareness that the ambulance chasers of the accessibility law world will ponce as soon as they can because they are vultures of the worst kind. So yeah it is kind of crazy all arond. But it is happening just not efficiently by any means.

@blindbat84 @pixelate Well, An OCR complaint would force their hand and I fear that if they don't address some major issues that is inevitable.

@baxaphobia @pixelate Oh for sure, I just have a concern that the bad actors that care about money, not access will file a buttload of suits after april 24th because they can. It sucks and it is a problem. THere are also just so many fracking problems. One thing I have heard said is that digital assets should have been accessible for years now, it just wasn't explicitly said, now it is and oh look sctramble time! I can't disagree at all.

@blindbat84 @pixelate I agree. I can tell you it sure wasn't a priority. Getting faculty to ensure their materials were accessible was a pain to do. They talked about"academic freedom". Some just didn't want to put the effort into access.
