The petition you're referring to talks about budget. While nuclear does have a high initial investment, energy production costs afterwards are incredibly cheap and are a total return on investment over time. I recommend looking at Kyle Hill's channel on YouTube. He is an expert on the matter and has a fun way to talk about nuclear energy. I really enjoy his videos.
