One would think that targeting all power plants and "every bridge in Iran," would, by definition, include civilians and civilian infrastructure. Such non-discrimination in picking targets would be the equivalent of imposing a "no quarter" rule and constitute a war crime.

#UN Secretary-General #AntonioGuterres warned the #US that attacking #civilian #infrastructure is banned under #InternationalLaw, his spox said Monday.

“Even if specific civilian infrastructure were to qualify as a military objective,” spox Stephane Dujarric said, an attack would still be prohibited if it risks “excessive incidental civilian harm.”

A court would need to decide whether such attacks were #WarCrimes, he said.
