Does "weaking by half" mean also half the energy transport to northern Europe?

Does "weaking by half" mean also half the energy transport to northern Europe?
This would mean -2.5°C to -7.5°C temperature change in northern Europe.

@rahmstorf is this a self accelerating effect or is there something that stabilizes it?
