@Yo I'd hadn't heard of I-9, so looked it up. It doesn't prove citizenship -- only eligibility to work.
According to the WP article the I-9 proves either:
A U.S. citizen, OR
A U.S. non-citizen national, OR
A lawful permanent resident OR
An alien authorized to work.
