Strongly suspected the Billy Bishop move was motivated not by efficiency, but profit. Someone probably got an audience with Ford, and Ford obliged.
This, from a Globe and Mail article, is consistent with my suspicions.
And of course, it would be an American company pulling Ford's strings.
