not from the UK but i read a lot of UK books, & "popped her clogs" means she died

Dr. Google says the British slang term "pop your clogs" means "to die." Similar expression to "kick the bucket."
Not relevantly to your example, apparently it's also been expanded to mean "to rest or sleep deeply."
For further expressions along this line, see Monty Python's 1969 "Dead Parrot Sketch" ...

Never would’ve guessed that.i feel like i've only seen it used in contexts where the speaker is not exactly sad that the person has died...

Would not have guessed that. Although I can see a relation to our “kicked the bucket.”@qurlyjoe I never figured out how kicking a bucket had any relation, either. We sure do have a lot of ways to not say something.
