Yes, the ability to resize iPhone apps in 27.0 could be pointing to a foldable phone, but I think there's a bigger thing here:

Once apps fix the code that assumes a fixed screen size (and effectively become iPad apps) you'll be able to just walk up to a Mac and "stream" your app from your phone, working with it as if it were a desktop app. You have your desktop apps — and their data — in your pocket.
