PSA to ActivityPub implementations: you should also honor delete activities signed by the instance actor, so you don't need to keep a copy of deleted account public keys

@dansup is this related to not being able to see accounts you know you are following, not even being able to see them when you put their account handle in the Explore search tab? Because that’s still happening to me.
