This HST rebate on new homes seems like a gift to the property speculation industry. Speculators will adjust pricing and margins to absorb some of the rebate. It fits well with the Ford-era/PC political strategy - enrich speculators, attack teaching/nursing unions.

Feds and ON combined will spend about $5B.

I'm thinking >$3B ends up as speculator windfalls, and only a tiny increase in builds.

Approach doesn't work without a public housing gorilla.
