Main goal for the system is being additional protection against anti-ship missiles, as traditional missile-based systems can run out of ammunition in middle of a battle. Railguns are massively difficult to build, but can in theory operate as long as they have enough energy available. Another challenge (according to the video) is that barrels heat up massively on larger railguns, so to keep the barrel damage small as possible, Japan has been focusing on reasonably small scale railgun systems. Those don’t replace traditional huge naval systems, but can be useful against targets in a close to mid-range combat.
