      1. The tariffs that Trump imposed on “liberation day” were under IEEPA which - among other provisions - says that if the President declares an emergency, Congress can declare the emergency over within 30 days.

        2. “Congress” here, as always refers to a vote of Congress, so depends on (a) a vote and (b) a majority voting in the affirmative.

          3. So when we noticed that we were going to force the Congress to vote on whether or not there was an emergency 30 days after the initial declaration, Mike Johnson & Co responded by changing House rules to effectively say that 1 day is much, much longer than 24 hours.

            4. Important point here: Johnson didn’t let the vote come to the floor. He didn’t whip his caucus to vote against the vote when it came to the floor. He declared that a day wasn’t a day so that he wouldn’t have to vote. This is the act of a coward, not a legislator.

              5. Tomorrow, we will have officially passed the 30-days-as-Mike-Johnson-defines-a-day period. Which means that Congress will, once again be able to vote on whether or not there is an emergency.

                6. Greg Meeks has specifically noticed that he will force a vote to terminate the alleged emergency that imposed Canadian tariffs. Johnson has responded by re-upping the magic day extension rule, kicking the can further down the road. Because cowardice.

                  7. There is some indication that some Republicans may not be on board with another round of this cowardice. At the end of today, we may be able to say that SOME republicans are neither as stupid nor as cowardly as Mike Johnson. 8. We’ll find out if they block the rule vote today. But again, the key point here is that if Mike Johnson thinks we have an emergency that demands imposing tariffs on Canadian imports, act like a leader and say so with your vote!

more like "johnson runs away from any potential conflict with trump's whims"...

@karlauerbach @SeanCasten from a Letter to the Editor in the Ames Tribune in April 2025: "By inserting a provision into the stopgap funding bill they passed, which tweaks how the House will count calendar days. It reads, 'Each day for the remainder of the first session of the 119th Congress shall not constitute a calendar day.'"
