Sounds like a job that it would be difficult to farm out to machine learning, unless you let the thing brute-force optimisation by making 2 000 000 random changes and evaluting them... -

I’d imagine a lot of hand-tuning and good architecture is in order. Haven’t worked with it myself, I should add.
