Kind of hard to argue that a weaker state can't use weapons that are harmful to civilians but not unlawful, in self-defense against a vastly more powerful adversary--backed by a superpower--both of whom have consistently used these weapons themselves.

Iran's leaders--who consistently market themselves as an Islamic government--should however closely question how Allah will view their choices on the Last Day, in light of Qur'an 5:32.
