I think this CNN segment hits the nail on the head.
The Kurds are at best 10% of Iran's population. When the US last exploited them in Syria we had to provide them constant air patrols and special forces support for two years and the US ultimately betrayed the Syrian Kurds.
It's hard to imagine Iraqi Kurds having a different go of it

According to Ali Khamemei wearing a Hajib or not, or wearing it well vs badly was NOT a sign of being Anti-Revolutionary or against the state.
It was a simple personal choice to him, he reminded his followers that they are talking about their daughters and sisters and that they should respect this simple fashion choices.
